Android Question Maven artifact not found: com.android.support/support-v4

When I use RuntimePermission lib,the Error is show.But when I open other project all is ok.

When I download Google repository and android support repository,all is ok now.

from where I must it download?

This error came after I included DBUtils.bas to my project. After removing DBUtils the error is stii here.
