There is no limit.

The pages themselves are lightweight.
If you load many layouts and encounter a memory problem (it will be surprising) then you can remove the layouts of invisible pages.

Pefect, i think, about your message, that always is better create a new Pages, that combine 2 layout in 1 pages and do:
panel1.visible = true
panel2.visible = false
and do this for change view into panels/layouts
