Bug? Minimized Layout window dont open via filemanager

If you open a layout in the filemanager it normally popups the designer.
If you minimize the designer window and try to open it again in the filemanager
it dont popups. It seems that the last state of the designer window is saved for the next time.

No, the window in the ide where
You can add files to the project.
There you can open a layout
