While telling me to follow the directions was an extremely useful suggestion, I have tried that approach twice and still have a problem. Can anyone suggest where the theme files are located and which step in the instructions are causing me a problem? (I am using a Samsung Tab S3 with Android Version 7.0.)

The Android SDK with all the resources is a complex system. You cannot copy the two theme files to solve it. You need to properly configure B4A Sdk Manager as explained in the video tutorial. Don't try to reuse an existing Android SDK.

I thought that I needed to use Android-7 because my tablet version is Android version 7.0. I downloaded Android-27 and everything works as you suggested. Is 27 the version number of the Android SDK or why are the numbers different?

Use android.jar from android-27 folder. Your app will be compatible with all Android versions.

This tutorial explains the different versions: android.jar / targetSdkVersion / minSdkVersion
