Android Question Mobile phone Communication with hardware CC1101 that operates in the 779 MHz to 928 MHz

All phones operate in the 800MHz band and 850MHz.
Is there any library here that I can access to send communications in this band?

Android doesn't expose any API for such communication.

Not all.. if you want your app to work internationally then use all quad-band frequencies. 850-900-1800-1900
