Hello,

I have programmed an app to be able to install my own app.
This apps are on my own store, so not google play.
Only this app itself should be available on google play for all users.
Can I get with such an app problems from Google, because the users no longer install my apps from Google-Play and buy the appropriate license?
What do you think ?

The best is to try.
But it is likely that Google does not accept this kind of manipulation

It is a great idea but what about In App Purchases? Unless you can do it with an external provider... Although it is easier through Google Play even if this involves a 15% commission in subscriptions...

When you say license you mean one time paying, right? Or InApp Subs? Through Pay Pal though with 3.9%*Price+0,39 it is far better if you can handle recurring payments in Pay Pal in case of subs...

I think that they will reject it.
I do not see even the other markets app.
And I think that it's quite normal.
I suppose that it will need the Unknown Sources Installation Permission just like the Amazon Appstore.
If someone decide to accept it I think that there will be no problems in accepting to install even your store manually first time.

I have now uploaded the app, also had to answer quite a few questions regarding "android.permission.REQUEST_INSTALL_PACKAGES".
Now I just have to wait if it will be approved by Google.

We found an issue in the following area(s):
  • Version code 1

Additionally, follow these steps to bring your app into compliance:
Please remove the use of REQUEST_INSTALL_PACKAGES permission from all version codes within the submission. This includes both production and testing tracks.
To make APK/App bundle level updates, follow these steps:
  1. Go to App bundle explorer and search for the noncompliant version codes. Click into the details page to navigate to the track(s) with the policy issue (Closed / Open testing / Production). Click Manage track > Create new release.
    1. If the release with the violating app bundles/APKs are in a draft state, discard the release.
    2. Otherwise, add the policy-compliant version of app bundles/APKs.
    3. Make sure that the noncompliant version is under the "Not included" section of this release.
    4. Enter a release name and click Save. Once saved, click Review release, and then proceed to roll out the release to 100% and completely deactivate the noncompliant APK.
  2. If the noncompliant versions are released to multiple tracks, repeat step 1 in each track.
  3. You can check the App bundle explorer page again and the noncompliant version code should show as “Inactive” and show “0 releases” in the details page.

About the Request Install Packages Permission​

The REQUEST_INSTALL_PACKAGES permission allows an application to request the installation of app packages. To use this permission, your app’s core functionality must include:
  1. Sending or receiving app packages, AND
  2. Enabling user-initiated installation of app packages.
Permitted functionalities include any of the following:
  • Web browsing or search.
  • Communication services that support attachments.
  • File sharing, transfer, or management.
  • Enterprise device management.
  • Backup and restore.
  • Device migration / phone transfer.
  • Companion app to sync phone to wearable or IoT device (i.e. smart watch, smart tv).
The REQUEST_INSTALL_PACKAGES permission may not be used to perform self updates, modifications, or the bundling of other APKs in the asset file unless for device management purposes. All updates or installing of packages must abide by Google Play’s Device and Network Abuse policy and must be initiated and driven by the user.

Reading this thread it came to my mind a simple idea: publish on the official store an app that simply showcases your apps then redirect to your site/store for downloading/installing/paying.
Fundamentally the app will be an advertisement, nothing more. For each app you show a description, some screenshots, a video, whatever.
This should comply with general terms for the official store, I guess.

It will be like a shop showing their weekly offer or catalog but needing you to go to the shop to buy items.

It is quite unlikely that anyone will install an advertising app.

The problem : bad people are coders too, scammers know hot use AI , so Google is trying to protect their platform against that and in the middle good people is caught . Solution???... set up your own website and give peace of mind to your users that your app is safe and reliable

No one has to, but when they get in Google Play's app page they can surely see a full detailed video advertising the app.
