Android Question Need to Stop Internet and Playstore

I am doing a Enterprise Application , Is it possible to Stop Internet Access from IE and Stop Play Store , coz : If using that will make ultimately Carrier Charges High , Please suggest me a way

I have Tried it , it was doing well in my hand but if I deploy it , I don't know how do they stop kiosk mode.
