Net Install for DLL

Do both the following Net downloads need to be installed on the Vista Windows Desktop computer to be able to make B4PPC DLL in #Develop?

Microsoft .NET Framework 2.0 (for the desktop)

Microsoft .NET Compact Framework 2.0 (for the device). Required by devices prior to Windows Mobile 6.

I have the first one .NET Framework 2.0 but do not see the CF listed in the Net Framework as shown in the image attached.

Both are required.
.Net CF installs itself in:
C:\Program Files\Microsoft.NET\SDK\CompactFramework
