Android Question New Installation Problem

Hi all
I have reinstall B4A as shown here, but there was an error when I want to build an application:

B4X: 
B4A Version: 10.70
Parsing code.    (0.00s)
    Java Version: 11
Building folders structure.    (0.03s)
Compiling code.    (0.01s)
Compiling layouts code.    (0.00s)
Organizing libraries.    (0.00s)
    (AndroidX SDK)
Compiling resources    Error


now when I opened B4A sdk Manager and installed the recommended components I get this error message:
aapt2.exe the application was unable to start correctly 0xc00007b. click OK to close the application.

the same problem.
I notice that build-tools version is 30.0.2, while the android version is 30. does this effects?

I restarted the device, create a new project. the same problem occur, and I get the error message:
aapt2.exe the application was unable to start correctly 0xc00007b. click OK to close the application.

Thank you very much, The problem was related to my operating system and I fixed it.
