Yes it runs on windows.
You don't need a mac computer if you also have the hosted builder sold by anywhere software.

I've read that using the builder is a good idea and will do that, but I still don't know if the mini-iPad can be used for testing.
Also, can I use B4I and the builder to tryout programs without first having to get an Apple developers license? How does that work. Do I only need it to install to Apple devices?
