Android Question 'offerup' payment to Google?

offerup.com offers physical products for sale, and their app is on Play store.. my question is for those who sells items on the app (not just the app, do you pay
any royalty to Google? The app Offerup is itself free so Google is not making money on the app.

If the app offers the ability to order an item and the customer is ultimately charged for that item (the user has to pay for that item), then I believe google will want their 15% fee.
