panels stacked

I have several panels in a page that scrolls. They are in a help screen. I am using the desiger. I have the height at about 1000. When I add the info for each panel I have to lay the panels on top of each other then set the top so the panels don't over lap. It gets messy. Is there an easier way? Hard to see what I am doing. Too bad one can't scroll the designer.

Panels can also load layout files. You can create the panels inner views in a separate layout file and then load the layout files to the panels.
