Android Question Partial Lock

I was thinking to use PartialLock to keep some services of my app running at phone locked but I wonder if it will affect heavily the battery drain, or the main consumption is really when the screen is on.
Also I'm asking: I use other application that works at screen locked (WhatsApp, Skype). Does it mean that they have already set the PartialLock so I'm already in a situation of higher power consumption and there is no need to use PartialLock ?
A partialLock will apply only to the app the has set it or all the apps ?

Whatsapp doesn't use a partial lock.

They are using static intent filters: https://www.b4x.com/search?query=intent+filter

Acquiring a partial lock will prevent the CPU from sleeping. It will have an impact on the battery.

Discovering that services of my app are still running when device is locked, is it correct to say that there is on the device some other application (I was supposing WhatsApp but if not another one) that use PartialLock ?
Otherwise: will StartServiceAt wake up the device when it is locked ?

OK, I didn't remember the last parameter of StartServiceAt specify to unlock the device during sleep. Now everything it's clear. Sorry.
