Is it possible to play mp3 or wav in the file instead of the speaker?

I would like to play from a file, mp3 or wav, change the speed and record to a file.
So, record mp3 or wav 2X or more faster and save to a new file.

android does not save mp3 natively (mp3 is not open source). it can play mp3
however. you would have to find some 3rd party library for saving.
