like @moster67 said, you could've used a free service like no-ip.com to translate you dynamic ip address to a dns name.

overhere a fixed ip is overpriced for what it is.

My ISP provides it for the incredible price of FREE! So, why not?

unless you prefer an ip-address which changes from time to time. Don't know why really but recently I have been using a VPN - in this way my IP alters frequently and a trace would show that I was on a world-tour

no, that's a virtual private network. mostly used to connect to work and have access to mail, file shares etc.

these days used to cheat with movie services like netFlix so that they think you connect from in the US and have more material to watch.

It depends...but normally yes.
My VPN provider assigns my connection with a new "public" IP-address every time I use their services. The IP-address could have its origins anywhere in the world unless I specify which country (as @sorex said). However, my public ip-address varies nonetheless.
