Preset vs. dynamic control creation

I was wondering what is the best/fastest at execution: dynamic control creation (AddForm, AddButton...) or controls created with the IDE?

I'm trying to get the "loading" form displayed as fast as possible and this is needed to make sure it's displayed fast enough.

All static controls (design time) are created during start-up.
With dynamic controls you can choose to create the controls only when their form is displayed at the first time, thus improving the loading time.

Creation of static controls is a little faster than dynamic controls.
