today i saw an APN Server example, which was written in PHP. My question is where I get the certificate with the ".pem" file extension?

I highly recommend you to use B4X push server. It is simple to configure and work with.

For any other solution you will need to follow their instructions (with a local Mac).

ok. I managed to create the PEM certificate, test it and got OK. So I upload it online along with the other files.

question : this is for "development" and uses the sandbox. will I have to do the same for the deployment certificate? in the sense that it will be a separate one not using sandbox. Am I correct?

Yes, you will need to create a new keystore for the deployment keys.
