Queries about buying an old Play Store account

I'm getting emails from some other app developers wanting to buy an Play Console account from me, it was used for an app which was taken down a while ago and the play store account status is now "Account Closed".

The query emails say that it doesn't matter is the account is inactive or closed.

Does this seem legitimate or some kind of scam, is there any reason to not sell it to them?

Ask yourself why they would need to buy an account as they could make one for themselves, unless they are banned

And there is another thing: when the Google request documents to verify the account, you will provide your private information to the new owner of the account?
