I WILL REPEAT MY PREVIOUS QUESTION IN UNDERSTANDABLE TERMS

is b4a support ability to resize android screen to the half of the physical phone screen and shift it ?
and record what happen in the resized part and show in the other half?

No. I don't think that there is any API in Android that allows you to implement such a feature.
