Responsibility for a chat

If I create a chat room (of course with B4J + B4A, but this is irrelevant)...
who is responsible if two users are terrorists and they start to write about dangerous matters in a language I do not know?

I'm afraid... ME!

I'd say not you, otherwise phone companies would be liable for terrorists talking to each other on cellphones, and they're not.

Besides, we already have a chat room

I'm reading on the Web and I do not think that we can assimilate the phone communications to print publications or texts on the Web.

My example, moreover, is partial:
there is a difference between a conversation between two people (by phone or chat) and a public chat, in which a person might defame the President of Republic (as I would love to do )

maybe you should write terms and let user accept them before entering your chat and like this you should be clean of any charges

Yes, I do not think it can have legal validity anyway, but at least it can help.
