For anyone interested and in the same boat as me, I just installed Android 11 on my old Nexus 7 2013. It was running Android 6 and having problems with some of the new features available.
I used the guide from XDA here to install LineageOS 18.1 which took a couple of hours to complete. The only link not working was for the GApps which I found here.
It's not lightning fast, but still better than some cheap devices I've tried over the years.
I haven't tried all features, so caveat emptor, but it seems stable enough. If it hadn't worked I was going to retire it and get rid of it, so there was nothing to lose trying it out.
