I guess, from Googling around, that this is a MobileBase product, either MB3000 or MB7000? If so it seems that the OS is CE 5.0 and not Windows Mobile. The demo app in the zip is written for Windows CE 5.0.
Device apps written in Basic4ppc will probably run on these but the Basic4ppc device IDE probably won't - it doesn't run on my WinCE netbook.
There is enough information to guess what the API does, the naming is informative so I reckon about an hours work would get a Basic4ppc wrapper library ready to test - but of course you would need to know how!
