Show notification window

Hi,

I'm trying to develop an application that runs parallel with Google Maps and uses the GPS. While driving it should show me nearby Tweets but i'm struggling how to put a form on top of Google Maps.

Is there a way to change the size of the device forms? Kind like a Msgbox but instead of that a form that can be customized.
