May I know whether it is allowed to put my own banner image inside an Android app (publish to play store) as advertising purpose?

Assuming I run a service for providing the banner ads for local business. Can I put such ads instead of Google ads?

Yes, I do the same in my app. In fact, I use Admob also with my own banners.
I think you just need to make sure that the banner follows play store safe advertising rules. For example, no adult-related banner and alcohol/betting ads must be legal in your region according to play store terms.
