iOS Question Slow contact iTunes

Hi! Every time i try to connect with itunes for some operations (in-app purchase or rating app), popup spent a bit of time to appear (4-8s). Tried on simulator and on iphone 6s with ios 11 beta 3, same result. Tried also on different networks. What could be the issue?

Is possible to intercept where dialog appears? i think if is not possible to do anything i should to add a "loading"

No event is raised when the dialog appears.
