I tried to "Upload new APK" to replace an existing one which was in beta testing. I was puzzled to receive the response "Google Play - upload failed" with no visible diagnostic message or explanation. Luckily I discovered from another forum that this is what happens if the Google "logon management" software is unhappy with your credentials (failed login or timed-out login or not logged in with the correct google user-id).
Solution is to close browser and start again with a clean browser OR start a different browser. Ensure that you are logged in with the google user-id that you use with your Google Play Developer Console.
