Android Question SQLCipher icudt46l file

I have purchased the Windows DLLs and am able to create 3.3.1 database with Visual Studio.
However, when I try to read the database in Android, it shows as "not a database"
Does the file icudt46l.zip need updating?
What other thing is required to take a program that used to use SQLCipher v1.2 and make it use SQLCipher v1.3?
I've got the icudt46l.zip size 2,252 KB in the assets files; I am using SQLCipher.jar size 1,374 KB
Any other suggestions?

Are your Databases already updated to v3?
I guess you need to upgrade it to use v3
