You will get better answers if:
- Use a postsubject with something that describe your problem.
- Post small screenshots
- Translate the messages you get into English
- Post your code o a small project showing the problem, if possible
Using Google Lens I get the error you're getting is:
"Play Protect could not find developer information. Apps from unknow developers may not be safe"

Most of us are not verse with Russian language.
As suggested you can use the Russian Forum, where members know the language.
Or translate the prompt to English and paste it here for solution. Attached is the translated version.
As members suggested, it seems that your client is installing the apk directly, then Android will prompt this warning. This is normal in new version of Android.
Either your client ignore it or you upload your app to GPlay and allow download from there.

Google Play Protect only check for app that is uploaded to Play Store.
Of course it does not check if your app is on other store.
You need to understand what is a signed package.
