Android Question Swipe Method for Inputting a time

Are there any libraries that will allow the touchscreen to swipe for a blind person to enter a 4 digit time (hh/mm) on an android touch screen?

Hi Steve,
are you referring to a slider? Sliding to the rigth to increase the hh:mm selection?
