Android Question SwipePad

Hi,
is it possible to implement such a swipe listener like in SwipePad App? Is this something like http://stackoverflow.com/questions/4139288/android-how-to-handle-right-to-left-swipe-gestures ?
This swipelistener works from anywhere and any other app. I was wonering if its possible to wrap it into a library.
