Is it possible to get an event to the client from the server, (I understand Control Bits SYN/ACK in the TCP Protocol) the success of receiving a packet, to measure the delay of sending?

You don't have access to these signals. You can send a message from the client and then let the server respond. Divide the total time by 2.
