CreateResourceFromFile manifest editor command: converts the Json file from Google services to a resource file.

See firebase Setup tutorial. It used this command.

CreateResourceFromFile currently does one thing. It takes the google-services.json file downloaded from the Firebase developer console and converts it to a resource named googleservices.xml as required by Firebase services.

In the future it might support more types of input files.
