Why does not the overlay work on android 8? API 26

The permission has already been accepted ... it is already working, but API 26 does not work

This app creates small panel in the center of the screen (and you can move it)
I don't see problems in API 26 emulator, and in smartphone (API 27) also.

Note: If the app targets API level 23 or higher, the app user must explicitly grant this permission to the app through a permission management screen. The app requests the user's approval by sending an intent with action Settings.ACTION_MANAGE_OVERLAY_PERMISSION. The app can check whether it has this authorization by calling Settings.canDrawOverlays().

Edit to add: The zip posted by @Semen Matusovskiy does support calling the permissionscreen.

Permissions are not a problem.
But what happens is that on android 8 does not go up the same overlay screen allowing permission

Where ? There are no problems in emulator ("clean" Android release).

Do you talk about your native smartphone ?
With custom firmwares all is possible. Many manufactures add settings for "security" reasons. Check phone settings.

BTW, SYSTEM_ALERT_WINDOW is really highly dangerous. For example, allows to create fake web pages over real and to steal passwords etc.

Documentation talks

Very few apps should use this permission; these windows are intended for system-level interaction with the user.
