TabHost + Add View Programmatically

TabHost1.AddTab("Tab1", "test1.bal")
TabHost1.AddTab("Tab2", "test2.bal")
TabHost1.AddTab("Tab3", "test3.bal")

How add ScrollView in Tab1?

Use AddTab2 instead. Add a panel and load the layout to this panel (Panel.LoadLayout). Then you will be able to add views programmatically to this panel.
