See towards the bottom half of the Android Things Getting Started - I had the same question and Erel tested it and speech synthesis worked. I think that was the last time I looked at Windows IoT (was going to do some sort of speech recognition and sysnthesis using that - I suspect Andriod Things will be far easier.
Meanwhile I had found the same solution. I created a small Python script that I launch from Jshell. I have to say that all the tests I did have worked perfectly.
Pico is the best text_to_speech engine I have found.
