Turn based game

I thought I update my old PocketPC game Warring States to Android and wonder if anybody has some thought how I should start. I need different backgrounds, text, sprites, some simple animations, sound, and the possibility to save. The game is turn based so there is no need for speed.

Any progress on this? I am looking for guidance also on starting to write simple games. Eventually creating something related to your war theme too.

I have always enjoyed a game called "Lords of Conquest".
