It is not possible to programmatically turn on GPS. It doesn't matter which programming language you are using.

You can send an intent that will take the user to the relevant setting page (GPS.LocationSettingsIntent).

It is possible on taxi hailing apps e.g Uber

There is also a tutorial on the link below that shows how it is done, can we have the same code in B4A?

You cannot programmaticly enable GPS however you can show a system dialog that will let the user enable location services: https://www.b4x.com/android/forum/threads/fusedlocationprovider-resolution-dialog.111652/

The article is almost 3 years old!
A lot has changed in the last few android updates, and most, if not all, features that involve personal information, GPS included, must now be "human approved"
