Android Question Unable to Roll Out to Google Play Store (Alpha Closed Testing)

Hello, I'm so close to releasing my first app but I cannot get passed this obscure Google warning message that I read many other users have experienced. It is ambiguous as it doesn't relate to APK file size (mine is 890kb).
I elected for Google to manage my App Signing. I downloaded the Public and Upload keys. But how do I sign using the Upload key within B4A? I am assuming that this is the cause for the error as I have completed all the other steps such as content rating etc...
I'm really stuck here and it's so frustrating as I'm on the very last step.

From attach image you provide, see four un-check mark in left side that you must accomplish first.. if everything okay then you app ready to publish
