Wait for ide debugger to connect

Sometimes when i start my app on my phone i get 'Waiting for IDE debugger to connect' or words to that effect.

What dictates whether this happens or not. Naturally i want it while I'm developing but not when I deploy for real or give it to other non-dev users.
