Where to put libraries?

When I downloaded "wifiDirect" what should I make two files the archive contains?
In general, vb4a is interesting for its productivity (as VB6), but the documentation ruin all my hopes ...
(sorry for my english, but this is the fault of Google!)

You have to create the directory for the third party libraries, the location is up to you, just make sure you follow the instructions (step #3) for LOCAL COMPILATION/FULL VERSION
