iOS Question With Landscape does not scroll down

when shift to landscape only the top half of the page shows and can not move it up.
is this normal?

can it be changed to scroll up or down?

step 1: app form is in portrait and the buttons and text can all be seen
step 2: app is turned to landscape; only the top half of the app can be seen and the bottom can not; therefore it is blocked.

need: when app is turned to landscape ; need to scroll up to see the bottom half.

You need to either put your layout onto a ScrollView or define two layout variants one for portrait and one for landscape.
