I use this tool for keeping windows on top:
Simple app for Windows, adds 'Always on top' item to system menu of every window - ClusterM/AlwaysOnTopper
github.com
For whatever it's worth, I also use this tool to make window handling less painful on Windows:
Maintained continuation of Stefan Sundin's AltDrag - RamonUnch/AltSnap
github.com
It might not make sense to you if you're not used to being able to move and resize windows with the Alt key pressed, like it's common to do when using Linux.
