Hi.
I have a phone with version 9 of android and when I try to activate the function "ACTION_NOTIFICATION_LISTENER_SETTINGS", it appears to me "This function is not available on this phone", that another option exists to listen to notifications.

Works fine here with Android 10. I guess that your phone includes a modification that disabled this feature.
