do you mean create an activity WITHOUT using the designer ?
if so .. Yes
see section 13 of the beginners guide .. there are examples there that all create activities using code only.

Oh , maybe you misunderstood my meaning, my means is create Activity(Windows) not any view ...

It is not possible. Activities must be declared in the manifest file.
