It seems to be closer to being available the API ie.

I honestly don't see the logic of re-verifying users ages as the App stores do that as part of their signup so unless we are gathering information from other sources on behalf of the App stores it seems rather redundant and rediculous just to restate what is already on their database. Furthermore what service are the App stores providing if any if we are always inheriting some nonsensical requirement. Lastly if an App is for all ages what is the use of verifying an Age, the logic escapes me.

Think its more to do with getting rid of the old way, trusting the user to supply their real age. Now it has to be proved (like Microsoft do for Xbox and Sony do for Play station) without proof you get limited account (ie kid).
