Android Question Android 10 and bluetooth discovery

I have noticed a problem with Android 10, and even on samsung devices.

I cant scan and discover bluetooth devices anymore (Error starting discovery process) unless the battery draining full blown location button is turned on. which enables the GPS and everything else.

Even with permissions to allow location.

any ideas?

Location services must be enabled. Bluetooth discovery is considered a "location service".

Note that it doesn't directly affect the battery consumption. It doesn't mean that GPS will be active all the time.
