Bug? Auto language change

After installing IDE uses my native language, I switch it to English , and then usually when I run more than one instance IDE switches from English.

The INI file is updated when you close the IDE. So if you set the language and then open another instance before closing the IDE, the other instance will use the default locale.

Set the language and close the IDE, after making sure that there are no other instances open and it will be set properly.
