Hello,
In past (far ago) I have tried using Wine and installing Mono. It worked but was not really a good experience. If by free you mean : not buying Windows, not buying a VM software, I can not advice anything, just trying

I use VirtualBox and Windows XP to run B4X on my Mac Mini. It works very well. Vbox is free and WinXP licences are not costly.
