I want to use B4j Push Framework for my app instead of firebase
Is it a good idea to make an app with independent and owner service?
Is that safe?

It is safe but it will not be reliable. The only reliable way to send push notifications is with FCM (or SMS). Any other solution requires your app to run in the background.
