Android Question BluetoothAdmin StartDiscovery Not Working in Samsung Android 11

I have problems using bluetooth with a Samsung A20e device running android 11.
I tried to run the example shown at this link:

but I always get the error:

"Error starting discovery process."

What can I do to fix?

Make sure that the location services are enabled.

Now is OK.
Is there a way to check if the service is not active in order to prompt the user to activate it?
